EDUCATION AND TRAINING

Citizens have the right and duty to receive education and training in the field of protection against natural and other disasters. The Protection against Natural and other Disasters Act stipulates that citizens are obliged to attend education and training and to prepare for personal and mutual protection, and for the implementation of protective measures against disasters. The contents and forms of education are set out in the national programme of protection against natural and other disasters, specified in more detail in the annual plans of protection against natural and other disasters, which are developed each year by the Administration of the Republic of Slovenia for Civil Protection and Disaster Relief and approved by the Government of the Republic of Slovenia.

Citizens obtain basic theoretical and practical knowledge concerning natural and other disasters and protection against them in the process of education. Children are familiarised with such topics as early as in elementary school, whereas in secondary, upper secondary vocational and higher education, the contents concerning protection against natural and other disasters vary and depend on the type of education programme. In addition, local communities and the state are obliged to organise optional training of the population in personal and mutual protection and implementation of protective measures against various natural and other disasters.

Members of protection, rescue and relief forces are educated and trained in accordance with programmes approved by the competent minister and organised by the founders of individual units, services and other operational structures. The training is conducted by the Training Centre for Civil Protection and Disaster Relief of the Republic of Slovenia, authorized education organizations and societies and various non-governmental organisations.

The training of protection, rescue and relief forces includes introductory, basic and supplementary training. During the introductory and basic training, participants become familiar with the system of protection against natural and other disasters and tasks of their units, and acquire basic skills for the performance of emergency response tasks. The supplementary training courses are aimed at increasing the knowledge and becoming familiar with the new equipment and other innovations in the field of protection against natural and other disasters.
